MINNESOTA BOUNDARY WATER CRA
The issue was raised that CRA’s were being used in Congress as a parliamentary way to roll back some environmental protections and there were also questions on what a CRA is. The Minnesota Boundary Waters are a protected wilderness area in northern Minnesota which are known for their pristine lakes, forests, and interconnected waterways within the Superior National Forest. They are one of the most visited wilderness areas in the United States and support tourism, outdoor recreation, and local economies. Some Republican Members of Congress and this Administration have used the Congressional Review Act (CRA) to try to overturn federal protections that limit mining near the area. Critics argue the CRA is not good in this case because it can permanently block similar environmental protections in the future and removes long-term safeguards meant to protect water quality. They worry that weakening these protections could risk pollution from sulfide-ore mining, threatening the lakes, wildlife, and tourism economy that depend on clean water. The U.S. House passed the bill in late January and it is awaiting consideration by the US Senate.
The 250th Anniversary of the US
The issue was raised that we are celebrating the United States’ 250th birthday this year as on the signing of the United States Declaration of Independence in 1776. A number of reflective comments were made about this being a moment to reflect on the nation’s founding ideals of liberty, and democracy. Historians in the room observed it was not actually signed until August 2, 3 and 4. There were 177 final signatures. The youngest person signing was Edward Rutledge at 26 and he would later become Governor of South Carolina. The oldest was Benjamin Franklin at 70. There was quite a bit of discussion on historical facts. Someone pointed to the Constitution and encouraged people to look at the Grievances listed in The Declaration Of Independence.There was also discussion of local events that are important as well. Webster Festival, Henry Ford Museum, and Dexter were specifically discussed. Others talked about the importance of recognizing it locally. *****It was observed you could contact Rep. Dingell’s office to request a flag flown over the capitol as a way to observe it. You can request it through her website as some had already done.*******
DEXTER ROAD PROJECT and DEXTER PARADE ROUTE
The 250th discussion led to a discussion of the route for this years Memorial Day parade. People wondered about the paving projects, the roundabout, when it would begin, how long it would take. People were referred to a Sun Times article on the subject. It is scheduled to be done by the Summer Festival. It should take 8 to 10 weeks. The roundabout should actually be closer to three. Negro History Week and Black History Month
A member reflected upon Negro History Week which was created in 1926 to ensure the achievements and contributions of African Americans were remembered and celebrated. It was later expanded into Black History Month which is now a celebration of Black history and culture and their impact on the US. February was chosen because of the birthdays of Abraham Lincoln and Frederick Douglas are this month and they both played critical roles in the fight against slavery and for freedom.
ELECTION INTEGRITY
There was a vigorous discussion on Voter ID, the SAVE ACT, fear of ICE being present at polls, voter id and the nationalization of elections.
DTE
There was brief discussion of DTE raising rates, reliability, the impact of Data Centers and the AG intervening in rising costs.
WATER RATES
There was also a discussion of water rates, sewers, and the water issues in SCIO Twp. There are more questions on water rates and water quality.

Concern was raised about the possibility of ICE agents being present at polling places.
Trees of Washtenaw County
Tree preservation advocates addressed the Forum expressing a generalized concern about
protecting old growth trees in Washtenaw County.
Those with a desire to preserve and conserve trees were encouraged to join the Arbor Day
Foundation. Free tree seedlings are provided for planting.
Dexter Forum Name Tags
In the past, Lois Beerbaum produced the name tags as needed at an estimated cost of $2.50 each. The cost was underwritten by a donation made previously.
Due to Lois’s extended absence, Peter Stevens introduced the idea of purchasing name tags for
Forum attendees. A local vendor provided samples that were circulated. Estimated cost for
professionally produced name tags is $7 to $10 each. The idea will be added to the Feb 21 st
Forum agenda for discussion.
Documentary Proof of Citizenship
A representative from Voters Not Politicians (VNP) noted that a petition signing campaign is
underway to place 3 constitutional amendments on the November 2026 ballot to require
validation of citizenship as a condition of eligibility to vote. VNP does not support signing the
petitions. Non-partisan information may be found at the Michigan League of Women Voters web

Additionally, the SAVE Act (Safeguard American Voter Eligibility Act), is pending in the
Congress. Democrats believe these are voter suppression tactics. Republicans assert that they are common sense measures to guard against voter fraud.

ICE (Immigration & Customs Enforcement)
The topic was raised in response to the recent shooting of Renee Good in
Minneapolis, Minnesota by an ICE agent. Numerous anecdotes and opinions were
expressed regarding the accuracy of the reporting of ICE and protester conduct.
Congresswoman Dingell acknowledged that this is a disturbing time in our country
and that she is frequently in contact with the regional ICE director to regarding
allegations about misconduct by ICE agents.
Only Citizens Vote
A petition drive is underway to qualify this proposal for the 2026 General Election
ballot. This ballot initiative would, among other things, require Michigan voters to
show documentary proof of citizenship. It was pointed out that state and federal
law already prohibits non-citizens from voting.
Scio Township
Concern was raised about the interpersonal dynamics of the Township Board and
its impact on staff and services to township residents.
Washington, D.C Highlights
Congresswoman Dingell shared thoughts about myriad Federal issues
Unhappy about the Administration’s moves to take over foreign countries
Congressional authorization is required for U.S. military intervention
On Wed, Jan 14, the U.S. Senate defeated a war powers resolution to block
President Trump from using military force “within or against” Venezuela.
A House vote is expected next week.
The House approved a 3-year extension of the Health Care Tax Credits. The
Senate has not yet voted on this bill.
The right for individuals to peacefully protest is sacrosanct.
Federal appropriation bills expire Jan 30, 2026 except for Homeland
Security and ICE budgets.

Dexter Township Single Trash Hauler
Dexter Township is implementing a single hauler trash pick-up service. The 5-year contract was
awarded to Waste Management with an effective date of April 1, 2026. Karen Sikkenga & Karen
Nolte (both Dexter Twp trustees) made the presentation and answered questions. Much more

Venezuela
The U.S. bombing of Venezuela and the capture of Venezuela’s President Maduro and his wife
were discussed. There was ambiguity of opinion regarding whether the military action was an
effort to stop drugs coming from Venezuela, whether it was a move to protect U.S. access to
Venezuela’s oil and whether the U.S. is at war.
Constitutional Convention (aka ConCon)
According to Section 3 of Article XII of the Michigan Constitution, a question about whether to
hold a state constitutional convention is to automatically appear on the state's ballot every 16
years starting in 1978. Michigan is one of 14 states that provides for an automatic constitutional
convention question. Placing a constitutional convention on the ballot every 16 years was
established when voters approved Proposal 3 in 1960.
The ballot question will appear on the November 3, 2026 General Election ballot.
The official ballot title:
A PROPOSAL TO CONVENE A CONSTITUTIONAL CONVENTION FOR THE PURPOSE
OF DRAFTING A GENERAL REVISION OF THE STATE CONSTITUTION
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the
State Constitution for presentation to the state’s voters for their approval or rejection?
Medicaid Fraud
In reaction to the recent news regarding Medicaid fraud in Minnesota, concern was expressed
about whether Michigan had preventive safeguards in place. It was cautioned that much mis-
information and dis-information is spread regarding the perpetrators of Medicaid fraud. It was
pointed out that studies indicate 60%+ of the health insurance fraud is committed by providers
NOT patients. State of Michigan IT infrastructure is antiquated and makes fraud identification
challenging.
Electrical Poles on Dexter-Chelsea Road
In general, the cutting of big trees continues to be a sore spot. DTE is relocating their power
lines along Dexter-Chelsea Road and as a result are removing large numbers of mature trees
along the road. Road Commission projects also impact trees and is an ongoing point of concern.

**Congresswoman Dingell, Congressional District 6, provided holiday doughnuts for all to enjoy!
-Legislative Update
State Representative Jennifer Conlin, House District 48, shared an update on the recent House bill that revoked $650M approved by the legislature. This appropriation involved 80 community projects that were previously vetted, considered worthy and approved by the legislature. Multi-year awards may be in jeopardy. The state senate has introduced legislation to restore the funding. The legislature is adjourned until January 14, 2026.
-Data Centers
The Saline Township data center was approved, with conditions, by the MPSC on December 18, 2025. It conditionally approved special power contracts between the utility DTE and Green Chile Ventures, LLC a subsidiary of Oracle. Concerns expressed today were residential electricity rate increases, loss of farm land and open space, loss of jobs due to AI and the short-term nature of jobs associated with construction. Additionally, it is difficult to get straight answers to questions, there is a feeling that local control and resident input was circumvented, there is skepticism about the enforcement of contractual conditions, and people are worried about ground water denigration and depletion. Suggested benefits expressed were improved energy grid reliability and enhanced computing
power to support the use of current and emerging technologies. An attendee emphasized that high energy commercial users should be required to generate their own electrical power rather than placing demands on the capacity of public utilities and layering the cost of expanding capacity onto residential subscribers.
AI (artificial intelligence) is becoming ubiquitous and guardrails are needed to thwart abuse and fraudulent application of the technology.

-Property Taxes in Michigan-
In response to a question about proposed property tax changes, this information was shared.
House Bill 5376-5378 property tax exemption from certain school-related millages if the property's owner has no children attending public schools in this state.
House Bill 5379 property tax exemption from certain millages levied under the district library establishment act if the property's owner has no children attending public schools in this state.
Initiative Petition proposes an amendment to the Michigan Constitution to eliminate Property Taxes in Michigan. If the petition drive is successful, the constitutional amendment would appear on the November 2026 General Election ballot. Supporters emphasized their willingness to pay school-related taxes to ensure an educated populace. Concern was noted regarding the regressive nature of property taxes.
-New Dexter Fire Station-
Doug Armstrong, Fire Chief, gave an update. The fire station may be completed in early February 2026. Full operations out of the new building may be delayed due to anticipated road
construction and receipt of furnishings. Administration may locate in the new building while the trucks will be located elsewhere until the road construction is completed. A formal Grand Opening will be scheduled at a future time.
Unfortunately, copper tubing was stolen from the construction site. Investigation is underway to identify the thieves.
-Sanam Aldag, Dexter City Council, emphasized that coordination of the 2026 road
improvements- (Main Street & Round About) is taking place with the Road Commission to
minimize the disruption and inconvenience that will occur. People were urged to “show some
love” to the Main Street businesses during the construction by making a special effort to shop
downtown.
-Deer Cull-
It has been noticed that deer are increasingly prevalent. As development expands, deer habitat
shrinks. Responsible wildlife management practices will help mitigate the problem.
-Health Care-
A new “most favored nation” drug pricing policy was announced Friday, Dec 19, 2025. 17 dru companies said they will lower the Medicaid prices for drugs that are more expensive than they’re sold in other countries. A senior administration official said about 30 to 40 percent of Medicaid drugs would be impacted.
The actual impacts of the agreements reached so far are not known, as the details have largely been kept confidential. Most-favored-nation pricing could have a negligible impact on Medicaid patients because the program already guarantees the lowest price offered to any commercial payer.

Health Care
Who or what is best suited to control health care costs and to administer the program?
Growing number of anecdotes about personal bankruptcies due to health care costs.
Consensus that America’s health care system is broken.
Health care premiums are escalating at an alarming rate impacting individuals, businesses, and
organizations. One employer remarked that paying for the jump in the health care premiums
negated the ability to provide raises to the employees. Sticker shock is becoming wide-spread as
the 2026 health care premium notices are being issued.
Congresswoman Dingell noted that America is the only industrialized country without universal
health care and she has introduced a bill to create it. Health insurance in this country costs twice
as much and with poorer health outcomes. Drug costs are higher in America than anywhere in
the world. The Democrats in congress are introducing legislation this week to extend the health
care credits for 3 years.
State Representative Jennifer Conlin remarked that there is medical debt relief legislation
pending in the state House.
Super-users are a problem as are people coming across the border into the USA for care. These
individuals are clogging up access to the health care system.
Concern was expressed regarding the number of health care professionals needed and the impact
of excluding the nursing profession from the definition of a professional degree. This re-
classification eliminates the Grad PLUS loans used by many students to pay for grad school, and
puts a cap on the amount they can borrow. Under this enacted legislation, only “professional
degree” students are eligible for the higher loan limit of $200,000, while graduate students are
capped at $100,000. Excluding nursing by definition as a professional degree effectively prices
aspiring nurses out of their studies, campaigners warned.
Stump Speech
Carol Murphy, representing Voters Not Politicians, addressed the Forum about two petitions
currently being circulated. She urged people not to sign the Americans for Citizens Voting
proposal or any petition that mentions citizen voting. Furthermore, she spoke in support of a
petition intended to regulate contributions by regulated utility companies to candidates and PACs
(political action committees).
Data Centers
In the closing minutes of the Forum, State Representative Jennifer Conlin provided an update on
the Saline Township Data Center permitting that is before the MPSC (Michigan Public Service

Caribbean Boats, Military Strikes by USA
Alarm was expressed about the military strikes on the alleged drug smuggling boats in the
Caribbean. The question was left unanswered about how this use of American military force can
be stopped.

With anger, it was noted that the Netherlands American Cemetery and Memorial in Margraten, the only American military cemetery in the Netherlands, quietly removed panels displaying the contributions of Black American soldiers during WWII.
Congresswoman Dingell, congressional District 6, remarked that she is working in a bi-partisan fashion to restore the memorials in the Netherlands. Furthermore, she is involved in efforts to preserve and restore acknowledgments that commemorate the courageous acts of African American veterans throughout history. The Congresswoman emphasizes that there is bi-partisan support to do so. A participant emphasized the current administration’s deliberate and targeted re-writing of American history to erase the roles and contributions of non-white individuals. Jim Davis provided a brief history lesson on Veterans Day and the wide-ranging involvement of a broad spectrum of individuals throughout history.

Dee Davey gave a 5-minute stump speech in opposition to this initiative. Ms. Davey’s
presentation was followed by a period of questions and answers.
- Data Centers
Concerns about data centers were widely expressed. Washtenaw County has at least 4
prospective sites that have been identified. Questions were raised regarding the impact of data center energy requirements on consumers, water usage associated with cooling the massing computer installations and the loss of prime farmland where the investors want to construct. It was suggested that data centers would be more appropriately located where existing infrastructure is present. Brownfield sites were also mentioned as better than tracts of agricultural land. It was pointed out that the potential for such alternative locations would be in urbanized and economically disadvantaged areas.
Representative Carrie Rheingans, House District 47, provided an overview of current and
proposed legislation relevant to current and future alternative energy infrastructure.
It was noted that Townships are financially ill-equipped to wage a legal defense against the
wealthy data center investors and developers.
- A New Business in Dexter
“Just Play” https://www.justplayfamilyfun.com a new indoor play space with separate play areas for big kids and toddlers, allowing for safe, active play for all ages. “Just Play” is located in the former Country Market on Dexter Ann Arbor Road.
- Universal Health Care
A local physician expressed her frustration with the current structure of health care insurance. In her opinion, it is the insurance industry “suits” that are being enriched by increased insurance premiums – not the health care providers themselves.
There was consensus that American’s health care system is broken whereby we are paying more and have worse health outcomes than anywhere else in the world. Congresswoman Dingell noted that she does not see a vote being taken on this issue in the U.S.
House but that a vote on the Affordable Care Act (ACA) is likely to occur in the U.S. Senate.
To accommodate a substantive discussion, it was suggested to lead off with this topic at the next Dexter Forum.

Dexter Forum met November 1, 2025 at the Dexter Senior Center.
Caryl Burke and J.D. Boydston chaired the meeting.
Questions were asked about guidelines on stump speeches.Stump speeches for candidates or a position on specific issues is five minutes with additional time for questions. Presentations on more than one issue are generally limited to ten minutes.
Happy reaction to Dexter winning football game night before.
Many topics were discussed at this meeting.
1. A Stump speech was given by Kathy Griswald, former Ann Arbor City Council member, opposing the Washtenaw Intermediate School District (WISD) Nov. 4 ballot proposal to fund Career and Technical Education (CTE) programs. This would be a 1.0 mill property tax for 10 years to expand access to CTE programs for PreK-12.

2. Washtenaw League of Women Voters President Catherine Murray presented on voter initiatives that could potentially be on next year’s ballot; all but one have have petitions being circulated and they encouraged members to educate themselves about petitions before signing them.

5. SNAP
At the federal level, as of November 1 the Supplemental Nutrition Program Assistance Program (SNAP) is in crisis due to the ongoing federal government shutdown. The U.S. Department of Agriculture announced there would be no new SNAP benefits in November because federal funding has lapsed. This affects 42 million Americans and 1.4 in Michigan. As a result, new payments and approvals are delayed even though Congress has approved a contingency program. This has left food banks knowing there will be a surging demand, with millions of families uncertain about when or whether their next food benefit will come.
A coalition of states including Michigan filed suit against the federal government for refusing to use the contingency funds which are legal and available. Two federal judges have ruled the Administration must use contingency/emergency funds to fund November benefits. the rulings aren’t finalized and the one Court has asked the government to report by Monday how they will use the contingency funds.
In Michigan, the Governor signed an order giving food banks 4.5 million dollars to help.
A discussion occurred on what this all means. Attendees were encouraged to support local food banks including Faith In Action in Dexter.

1. Budgets and Shutdowns: Some Federal dollars are being called
back. The budget has been or will be set in Michigan. However, there
are questions on where funds will be used such as neighborhood
roads. Farms are being squeezed out of their living (some effects of
tariff issues) and some commerce flow is experiencing stoppage.
2. Announcements:
a) Kiwanis is open and has Halloween costumes.
b) Courageous Books and Café is a new Dexter bookstore.
3. Forum Facepage: Some improvements are scheduled for the
future. They are:
- wall cleaned and expanded as needed
- tables go away
- acoustal tile for the future
- increased number of microphones
- logistics
4. Alternate Routes During the Roundabout Construction: The
alternate routes during the roundabout construction for the Island Lake
area and the railroad crossing were discussed by the group. Barb
Fuller did state that the detours had to use paved/hard roads not local
gravel/dirt roads.
5. Scribe Duties: Due to illness, Lois Beerbaum will be unable to
continue this duty beginning October 18, 2025. Hence, please consider

1. Charlie Kirk: Both our Congressperson and House of Representative
for our district commented on the actions of their respective legislative
bodies. There should be no political violence. The question is how to
temper the rhetoric (grandiloquent language) that can drive the
violence.
2. Manchester Project: By communities working together a
multimillion-dollar project is proposed for meat systems. Local farmers
could travel to this site for meat processing. The location will enter
retail when up and running.
3. Events:
a. The Hands property groundbreaking was Sept. 27 th.
b. The Euchre Tournament for Haitian School Children was held October 2 nd .4. SOM and Federal Budgets: Both budgets are not completed. It looks like there will be shutdowns occurring for both.
5. Hickman Hotel Property: The Council for the City of Dexter is looking at best usage for this property.
6. Ideas: We are reminded that ideas should be shared in a civilized manner wherever and whenever we may be in a discussion.
7. Reminder: Although mentioned at this meeting, the announcement is being repeated so that more people may consider how to continue the notes. An illness has taken away the energy of the current note taker and she will no longer be able to continue with the task. DEXTER FORUM NOTES September 6, 2025
The session was chaired by Caryl Burke and Sanam Aldag
1. Kentwood Place. The plans for the project were described. It will be
five buildings with 16 condos. A few will be small, and a few will be
business oriented, i.e. in-home. The property for ms an L. Hence
openings will be on Baker (across from the Post Office) and Forest
(just behind Aubree’s) streets. Currently, approval for the site is in
approval state. Moreover, buyers and investors are being sought. Cost
will be at market rate for a 2 and ½ bath approximately 2000 sq. ft. unit.
2. Baker and Marshall. This is the Encore Woods Development. It will
have housing for 55+, senior living, a memory building, and other homes.
3. Recycling. Plastic should not include animal feed bags as the inside coating interferes with composite materials such as Trex.
Styrofoam cannot be recycled if pink or blue as the material is coated with fire retardant.
4. Events. There are many events on this day but will not be listed as the notes will not be completed and timely. The notes will list the Gordon Hall fund raiser event on September 12 th from 6-10 PM for $25 admission. Saturday September 13 th there will be outdoor activities open to the public. On September 21 st the Gordon Hall will be assisting the Dexter Library in conducting tours of the Forest Lawn Cemetery. The tours will relate to the history of Dexter and the surroundings.
5. Miscellaneous. Several items of interest.
a. Vaccines are of concern due to the mandatory need for everyone has been questioned.
b. SOM has no budget agreement to date. Currently proposed is a $9 billion budget cut. This could lead to some hospitals closing in rural areas. The result would be no near treatment facility.
Cutting law enforcement could be a factor and a secondary loss for highway safety with job tracking for Medicaid unavailable.
6. Federal Funds Issue. NPR has been hit hard. Big stations can help small (rural) stations. Some studies have demonstrated that the shortfall is 30-40% in funding.

1. Ranked Voting: Petition forms for signatures are now being collected. If the number of signatures collected meet requirements, it would be the first time the issue of ranked voting would be on the ballot. If the voters selected the ‘ranked voting’ method, it would be implemented statewide in 2028. Opinions for ranked voting, pro and con, were expressed during discussion.
2. Federal Policies: Taking over police departments as in Washington D.C. Current questions include stereotyping and 30-day limitations as well as safety issues. Strive toward the correct answer by forming groups to develop answers that are unified.
3. Announcements: Dick Weaver did announcements in the absence of Mark Olexa. Most announcements apply to the weekend of the Dexter Forum meeting. The long-standing activity will be the Dexter Cider Mill that opens August 25 th .
4. SOM Budget: The budget is not finalized. Legislative units are not
working together. Hence, they are working on a plan for a shut down. There is less money for the state budget due to loss of revenue.
5. Cell Phones in Schools: There is a version in the Dexter Schools. However, a method through the SOM has not been completed.
6. A Round-About Planned for Washtenaw County: Matt MacDonell, P.E. from the WCRC provided information regarding Island Lake Rd. and Dexter Main round-about build in 2026. There was one meeting for the public by Zoom which is now past. However, there is an in-person
meeting for the public at the Dexter Library on Tuesday, September
16, 2025, at 6:00 PM. This meeting will provide more information and
allow for questions and answers as well.

The session was chaired by Karl Fink and Caryl Burke
This meeting was a celebration of two gentlemen who have been
active in the community for many years, John Hansen and Karl Fink
with emphasis on John Hansen. Awards from the State of Michigan
were presented by Representative Carrie Rheingans, (Jennifer Conlin
in absentia) and Senator Sue Shink. Debbie Dingell, U.S.
Congresswoman for our district, also presented a federal recognition
award. Karl Fink received recognition from the Michigan state
representatives for his devotion to community service and
development of the Dexter Forum along with John Hansen. It is among
the ‘thousand points of light’ where one can talk, listen and learn.
The meeting also celebrated the opening of the Dexter Senior Center.
Our meeting there was the first for a community group. There will be
official celebrations for the opening of the Center later in August. The
Center will provide the schedule for welcoming days and times. Come
and see what is available to members of the community.

was purchased in the Spring of 2025. The groundbreaking will occur in

Budget Issues: As expressed by MI Senator, Sue Shrink and U. S.
Congresswoman, Debbie Dingell, the budget business is stuck. There
is concen in Michigan that obeying rules and retribution are factors. In
Washington disagreements between elected officials make a working
budget very difficult. Regardless, both the State and Federal entities could shut down after the current budget is timed out on 09-30-2025. As Ed Francis mentioned, “All facts presented must be true to quelldisinformation.”

The session was chaired by Tom Morris and Sanam Aldag
1. City of Dexter Ballot Issue Regarding the Sale of the Old Proposed
Property for the Fire Department: The property is located at
Meadowview and Ann Arbor-Dexter Road. The city owns property
which is approximately 1.5 acres. The city has no plans for the
property, and it produces no revenue. The zoning requires that other
possible buildings be like those on surrounding property. There will
be an information session on Sunday, July 27 th between 3 and 4 pm
at the Erratic Ale. The question on whether to sell or not sell the
property will be on the ballot of August 5, 2025 for City of Dexter
residents.
2. John Hansen will be honored during the Dexter Forum meeting on
Saturday, August 2 nd at the Dexter Senior Center Building at 8:30 –
9:30 AM. Those attending may bring treats if desired. Steve
Feinman, Incoming President of the Dexter Rotary Club announced
the event and is supporting the event.
3. State Budget: Representative Jennifer Conlin reported on the
budget process in Lansing. Although the process was to start in
February 2025, it started in July 2025. Hence, a lot of progress is
needed as the budget is legislatively mandated to be in place by
October 1 st of the fiscal year. If not accomplished, it is possible that
the government could shut down. Representative Conlin also
mentioned that there are six possible ballot issues, signatures now
being gathered, on the 2026 primary and/or general election ballots.

c. Barb Fuller, Chairperson for the WCRC brings a very colorful
and explanatory document from the County Road Association of
Michigan that clearly demonstrates how the level of Michigan
gas tax, Federal gas tax and Michigan Sales Tax contribute to
the support of roads. The back side of the form demonstrates
how the ‘gas tax’ sources are then allocated to 5 buckets for
road funding. Pick up one of these forms for good information on
how roads are funded.

1. John Hansen: We will be recognizing and honoring John on Saturday, August 2 at the

2. WCRC Update: Barb Fuller advised the group about the closure of
the Foster Bridge on Maple Road due to the failure of a support
cable. It requires serious repairs, which will be expensive.
3. Political Violence: The assassination of a Minnesota legislator and
husband in Minnesota and wounding of another politician couple has
occurred. Threats against other politicians – to include our
representative in Congress, Debbie Dingell – also were made. MSP
has updates for Michigan legislators given the happenings. Lack of
accountability can be a factor in these acts of domestic terrorism.
4. Gordon Hall: Caryl Burke relayed the renovation information for the
Hall. Based on $2.5 million in grants, the objective is to restore the
floor plan of the Hall to its original. The first stage of the renovation
is projected for completion by the end of 2026 with the full project to
be completed in 2028.
5. Journalistic Independence and Integrity: Jennifer Conlin, as a
journalist, commented on this topic. It appears that objectivity has
disappeared. The ‘truth’ is hard to get across. Editorials appear to be
commercials. The choice is the coverage.

The meeting was Chaired by Ed Francis and Bob Van Oosterhout
1. Coming UP: HAPPY FATHER’S DAY to all the dads next
Sunday, June 15 th !
3. Senior Millage Distributions: Jason Maciejewski reported on the
framework to move forward established at the Manchester City Hall
on June 4 th . Some items are: (1) the nutrition program support with
strategic plans for distribution, (2) transportation enhancements, (3)
foundational support of the nine senior centers, circa $200,000
each, (4) remainder of dollars to be distributed via RFP to total the
millage total of $11,200,000 total. Interest was expressed in the cost
of meals programs.
4. State of Michigan Budget: Senator Sue Shink reported on the
budget status. The school budget is of concern. To date the per
student amount is projected to be $ 10008, about $400/ student
more than in 2024. Proposed that the meal plan be expanded to two
rather than its current one. Other items to be offered such as pre-
school offered to all students, emphasizing tech education, and
extra help for academics. Funding issues also exist at the Federal
level.
5. Washington Update: Congresswoman Dingell commented on the
chaos in D.C. The budget that was passed was not a good one. It is

1. ‘Pelosi Bill’: There is a bill in Congress with this nickname. It directs
Congressional representatives not to trade stocks while in the office.
This is to prevent the potential for insider trading. Will the bill be
released by the Committee? That’s the question as previous
attempts have been made with no progress. The question is “Should
the Supreme Court have similar rules?” The judiciary in Michigan is looking at more robust financial disclosure.
2. John Hansen: The get-together to honor John has not yet been set. A potential date, based on the opening of the Dexter Senior center, is August 2nd . State Representative is pursuing a state resolution to honor John.
3. Books: Barb Fuller recommended two books recognizing women. They are written by Kristen Hannah. They are: Nightengale and The Women. The Nightengale explores themes of sisterly love se sacrifice, love, and strength of women during wartime showing resilience and impact of war on their lives. The Women explores several main themes including: the Vietnam war and the lasting impact, experience of women serving in the military, the complexities of relationships, and challenges of mental health and addiction. It also delves into the concept of unlikely survival and never-ending cost of war. From your notetaker, another Hannah book to recommend is The Winter Garden. It uses WW II as the background during the siege of Leningrad (St. Petersburg) with the effect and loss of family. Then the effect of the loss on a second family. However, a great end for the second family.

1. The Encore. Fred Grady who will perform in The Importance of
Being Earnest spoke to the group about his career and to support
the Encore efforts in expanding musical theater efforts.
2. Broadband Update: Chris Scharrar, Washtenaw County’s
broadband manager spoke about the management of the broadband
expansion in the County. A very few connections need to be made
possible with Starlink in some cases and most via fiber. The County
is looking forward to being in completion shortly. Dollars from ARPA
were crucial for the progress made.
3. DCS Millage: Two more town halls were scheduled for April 22 nd and
24 th with Dr. Timmis. The election is May 6 th . Please direct questions
regarding voting to your respective Clerk’s office.
4. Issue: One of our residents was approached by ICE. It is
questionable whether the law enforcement process was appropriate.
The group discussed the issue at length.

1. The Encore: An extensive update on the Encore Theater was
presented. The Theater has a $2 million budget. There are 6
performances per year and musical performances as well. The
Encore is developing a strong ability in musical theater.
2. Measles: The consequences of measles can be hard. The MMR
vaccine can eliminate both Rubeola and Rubella. Children, as
designed, should be vaccinated. Adults may want to check their
vaccination status.
3. Washington D.C.: Congresswoman, Dingell was concerned because
of the chaos. Major findings are found everywhere but decisions
made are questionable in effect. Stability has been interrupted.
Current seismic shifts in response can have an affect on faith in our
country.
4. Announcements:
a. April 19 th is Animals of Easter in Monument Park from 1 to 3
PM.
b. May 3 rd is the Magic Bus Dinner/Show at Columbus Hall. The

1. Dexter City owned property: With the construction of the new Fire Station underway, the property at Ann Arbor Rd and Meadow View is no longer needed. The City Council is having an appraisal done as a first step to selling the property, which will require a city wide referendum.
2.Tesla Protest: Friday 3/14, approximately 200 protesters gathered in front of the Tesla dealership on Jackson Rd. Ann Arbor Indivisibles most likely organized the protest.
3. Priority Waste: They should have a representative join us next meeting.
4. B2B Trail: The B2B trail is progressing with the aid of several grants and a lot of community involvement. There will be a fund raising meeting at the Erratic Ale.
5. Sloan Kingsley Property: The Scio Township Board and Dexter City town council are awaiting results of well tests.
6. 2nd Street Walkthrough: The Dexter Planning Commission invited citizens and interested parties to walk along 2nd street to discuss improvement ideas. By and large participants were happy with the results and the ideas and feedback presented.
7. Announcements: Mark Olexa shared about a dozen of the usual: Farmer's Market, Thrift Shop, Community Events, Recycling etc announcements including the anniversary of Dexter's tornado.

1. Bond Issue for DCS: Dr. Christopher Timmis, Superintendent
presented overview of the proposed millage to be voted on Tuesday,
May 6, 2025. It is, in essence, a zero net increase program over the
current debt millage rate. Legally it is a new millage but functionally
a renewal. Consult the DCS website for more information and for
meeting dates and times to participate, ask questions and receive
answers.
2.Senior Washtenaw County Millage: Commissioner Jason
Maciejewski updated the group on progress of the millage. The money
for the first year has been received. The appropriations have not been
solidified. However, the $200,000 allocation for the eight senior centers
will hopefully be approved in March. There will be work to ensure that
funding serves older adults via bids. The concept that the bulk of
dollars goes to seniors and not administration is a priority.
3. Washington Update: Congresswoman, Debbie Dingell, was with us
today and discussed many concerns. Representative Dingell will be
having a Telephone Townhall on March 6 th at 5:30 PM to talk about
issues. Please be advised that you need to sign up for this event on
Congresswoman Dingell’s website.
4. Announcements:
a. Friday, March 14 th is a full moon also known as the Worm Moon, first
so named by Native Americans, because of the trails earthworms
made that appeared in thawed ground.
b. March 13-14, 2025, is a total lunar eclipse in North America and is
the only total lunar eclipse of the year. It’s also called a Blood Moon
because of the reddish hue the moon takes on.
b. Saturday, March 15 th is The Ides of March and the 13 th anniversary
of the EF3 tornado in Dexter.

The meeting started on time at 8:30 with the normal introduction of first timers and welcoming remarks.
1. Washtenaw County Road Commission: Aaron Berkholz PE and Nate Murphy PE from the WCRC discussed planned road work, mostly the roundabout construction and improvements to the Island Lake/Dexter-Pinckney Rd intersection. Using charts and maps, and fielding a lot of questions they explained road construction costs, scheduling issues, traffic mitigation strategies, planned work, funding and several related topics. The WCRC has a website: wcroads.org with probably all of the information discussed. The website is pretty big; try putting : "Dexter-Chelsea Rd and Island Lake Rd Roundabout" in the search block.
2. Freedom of Information Act reform at the state level: There has been some activity in the State House, but the Senate has yet to act.
3. Update from Congresswoman Dingell: Washington DC is in chaos with things moving very quickly.
4. Announcements: Book Sales, Recycling, look for information sessions for the DCS bond Proposal, Priority Waste should be at our next meeting.

1. Priority Waste: Mr Paul Ruthenberg returned to give us an update on Priority Waste's progress since acquiring GFL. He again emphasized the problems with truck material conditions and the cost of fixing equipment problems. He handed out a lot of cards and encouraged people to contact him directly with any problems. 313 215-1673.
2. Dexter Forum 10th Year: We had a quick shout-out for the forum, now in it's 10th year and a hat tip to Karl for his years of work.
3. Announcements: The Galentine's Event was a success with 16 stores participating, up from 7 last year. -Look for Carrie Rheingans' Pi Day Event at Erratic Ale on 3/14 (3.14159...). State Senator Sue Shink will be holding a forum to discuss recycling. -There will be a Trivia Night at Aubree's to benefit the Education Foundation, and look for a -Community Band concert at the high school 3/2.
4. Stolen Fire Truck: Scion Township had a firetruck stolen. Doug Armstrong's account was informative and light-hearted. No injuries, no damage.
5. In the closing minutes we had 3 brief mentions of racial incidents in Cincinati, the IRS's continued use of 1960s COBOL computer technology and the continuing budget chaos in D.C.

MINNESOTA BOUNDARY WATER CRA
The issue was raised that CRA’s were being used in Congress as a parliamentary way to roll back some environmental protections and there were also questions on what a CRA is. The Minnesota Boundary Waters are a protected wilderness area in northern Minnesota which are known for their pristine lakes, forests, and interconnected waterways within the Superior National Forest. They are one of the most visited wilderness areas in the United States and support tourism, outdoor recreation, and local economies. Some Republican Members of Congress and this Administration have used the Congressional Review Act (CRA) to try to overturn federal protections that limit mining near the area. Critics argue the CRA is not good in this case because it can permanently block similar environmental protections in the future and removes long-term safeguards meant to protect water quality. They worry that weakening these protections could risk pollution from sulfide-ore mining, threatening the lakes, wildlife, and tourism economy that depend on clean water. The U.S. House passed the bill in late January and it is awaiting consideration by the US Senate.
The 250th Anniversary of the US
The issue was raised that we are celebrating the United States’ 250th birthday this year as on the signing of the United States Declaration of Independence in 1776. A number of reflective comments were made about this being a moment to reflect on the nation’s founding ideals of liberty, and democracy. Historians in the room observed it was not actually signed until August 2, 3 and 4. There were 177 final signatures. The youngest person signing was Edward Rutledge at 26 and he would later become Governor of South Carolina. The oldest was Benjamin Franklin at 70. There was quite a bit of discussion on historical facts. Someone pointed to the Constitution and encouraged people to look at the Grievances listed in The Declaration Of Independence.There was also discussion of local events that are important as well. Webster Festival, Henry Ford Museum, and Dexter were specifically discussed. Others talked about the importance of recognizing it locally. *****It was observed you could contact Rep. DEXTER ROAD PROJECT and DEXTER PARADE ROUTE
The 250th discussion led to a discussion of the route for this years Memorial Day parade. People wondered about the paving projects, the roundabout, when it would begin, how long it would take. People were referred to a Sun Times article on the subject. It is scheduled to be done by the Summer Festival. It should take 8 to 10 weeks. The roundabout should actually be closer to three. Negro History Week and Black History Month
A member reflected upon Negro History Week which was created in 1926 to ensure the achievements and contributions of African Americans were remembered and celebrated. It was later expanded into Black History Month which is now a celebration of Black history and culture and their impact on the US. February was chosen because of the birthdays of Abraham Lincoln and Frederick Douglas are this month and they both played critical roles in the fight against slavery and for freedom.

Trees of Washtenaw County
Tree preservation advocates addressed the Forum expressing a generalized concern about
protecting old growth trees in Washtenaw County.
Those with a desire to preserve and conserve trees were encouraged to join the Arbor Day
Foundation. Free tree seedlings are provided for planting.
Dexter Forum Name Tags
In the past, Lois Beerbaum produced the name tags as needed at an estimated cost of $2.50 each. The cost was underwritten by a donation made previously.
Due to Lois’s extended absence, Peter Stevens introduced the idea of purchasing name tags for
Forum attendees. A local vendor provided samples that were circulated. Estimated cost for
professionally produced name tags is $7 to $10 each. The idea will be added to the Feb 21 st
Forum agenda for discussion.
Documentary Proof of Citizenship
A representative from Voters Not Politicians (VNP) noted that a petition signing campaign is
underway to place 3 constitutional amendments on the November 2026 ballot to require
validation of citizenship as a condition of eligibility to vote. VNP does not support signing the
petitions. Non-partisan information may be found at the Michigan League of Women Voters web

Additionally, the SAVE Act (Safeguard American Voter Eligibility Act), is pending in the
Congress. Democrats believe these are voter suppression tactics. Republicans assert that they are common sense measures to guard against voter fraud.

ICE (Immigration & Customs Enforcement)
The topic was raised in response to the recent shooting of Renee Good in
Minneapolis, Minnesota by an ICE agent. Numerous anecdotes and opinions were
expressed regarding the accuracy of the reporting of ICE and protester conduct.
Congresswoman Dingell acknowledged that this is a disturbing time in our country
and that she is frequently in contact with the regional ICE director to regarding
allegations about misconduct by ICE agents.
Only Citizens Vote
A petition drive is underway to qualify this proposal for the 2026 General Election
ballot. This ballot initiative would, among other things, require Michigan voters to
show documentary proof of citizenship. It was pointed out that state and federal
law already prohibits non-citizens from voting.
Scio Township
Concern was raised about the interpersonal dynamics of the Township Board and
its impact on staff and services to township residents.

Dexter Township Single Trash Hauler
Dexter Township is implementing a single hauler trash pick-up service. The 5-year contract was
awarded to Waste Management with an effective date of April 1, 2026. Karen Sikkenga & Karen
Nolte (both Dexter Twp trustees) made the presentation and answered questions. Much more

Venezuela
The U.S. bombing of Venezuela and the capture of Venezuela’s President Maduro and his wife
were discussed. There was ambiguity of opinion regarding whether the military action was an
effort to stop drugs coming from Venezuela, whether it was a move to protect U.S. access to
Venezuela’s oil and whether the U.S. is at war.
Constitutional Convention (aka ConCon)
According to Section 3 of Article XII of the Michigan Constitution, a question about whether to
hold a state constitutional convention is to automatically appear on the state's ballot every 16
years starting in 1978. Michigan is one of 14 states that provides for an automatic constitutional
convention question. Placing a constitutional convention on the ballot every 16 years was
established when voters approved Proposal 3 in 1960.
The ballot question will appear on the November 3, 2026 General Election ballot.
The official ballot title:
A PROPOSAL TO CONVENE A CONSTITUTIONAL CONVENTION FOR THE PURPOSE
OF DRAFTING A GENERAL REVISION OF THE STATE CONSTITUTION
Shall a convention of elected delegates be convened in 2027 to draft a general revision of the
State Constitution for presentation to the state’s voters for their approval or rejection?
Medicaid Fraud
In reaction to the recent news regarding Medicaid fraud in Minnesota, concern was expressed
about whether Michigan had preventive safeguards in place. It was cautioned that much mis-
information and dis-information is spread regarding the perpetrators of Medicaid fraud. It was
pointed out that studies indicate 60%+ of the health insurance fraud is committed by providers
NOT patients. State of Michigan IT infrastructure is antiquated and makes fraud identification
challenging.
Electrical Poles on Dexter-Chelsea Road
In general, the cutting of big trees continues to be a sore spot. DTE is relocating their power
lines along Dexter-Chelsea Road and as a result are removing large numbers of mature trees
along the road. Road Commission projects also impact trees and is an ongoing point of concern.

**Congresswoman Dingell, Congressional District 6, provided holiday doughnuts for all to enjoy!
-Legislative Update
State Representative Jennifer Conlin, House District 48, shared an update on the recent House bill that revoked $650M approved by the legislature. This appropriation involved 80 community projects that were previously vetted, considered worthy and approved by the legislature. Multi-year awards may be in jeopardy. The state senate has introduced legislation to restore the funding. The legislature is adjourned until January 14, 2026.
-Data Centers
The Saline Township data center was approved, with conditions, by the MPSC on December 18, 2025. It conditionally approved special power contracts between the utility DTE and Green Chile Ventures, LLC a subsidiary of Oracle. Concerns expressed today were residential electricity rate increases, loss of farm land and open space, loss of jobs due to AI and the short-term nature of jobs associated with construction. Additionally, it is difficult to get straight answers to questions, there is a feeling that local control and resident input was circumvented, there is skepticism about the enforcement of contractual conditions, and people are worried about ground water denigration and depletion. Suggested benefits expressed were improved energy grid reliability and enhanced computing
power to support the use of current and emerging technologies. An attendee emphasized that high energy commercial users should be required to generate their own electrical power rather than placing demands on the capacity of public utilities and layering the cost of expanding capacity onto residential subscribers.
AI (artificial intelligence) is becoming ubiquitous and guardrails are needed to thwart abuse and fraudulent application of the technology.

-Property Taxes in Michigan-
In response to a question about proposed property tax changes, this information was shared.
House Bill 5376-5378 property tax exemption from certain school-related millages if the property's owner has no children attending public schools in this state.
House Bill 5379 property tax exemption from certain millages levied under the district library establishment act if the property's owner has no children attending public schools in this state.
Initiative Petition proposes an amendment to the Michigan Constitution to eliminate Property Taxes in Michigan. If the petition drive is successful, the constitutional amendment would appear on the November 2026 General Election ballot. Supporters emphasized their willingness to pay school-related taxes to ensure an educated populace. Concern was noted regarding the regressive nature of property taxes.
-New Dexter Fire Station-
Doug Armstrong, Fire Chief, gave an update. The fire station may be completed in early February 2026. Full operations out of the new building may be delayed due to anticipated road
construction and receipt of furnishings. Administration may locate in the new building while the trucks will be located elsewhere until the road construction is completed. A formal Grand Opening will be scheduled at a future time.
Unfortunately, copper tubing was stolen from the construction site. Investigation is underway to identify the thieves.
-Sanam Aldag, Dexter City Council, emphasized that coordination of the 2026 road
improvements- (Main Street & Round About) is taking place with the Road Commission to
minimize the disruption and inconvenience that will occur. People were urged to “show some
love” to the Main Street businesses during the construction by making a special effort to shop
downtown.
-Deer Cull-
It has been noticed that deer are increasingly prevalent. As development expands, deer habitat
shrinks. Responsible wildlife management practices will help mitigate the problem.
-Health Care-
A new “most favored nation” drug pricing policy was announced Friday, Dec 19, 2025. 17 dru companies said they will lower the Medicaid prices for drugs that are more expensive than they’re sold in other countries. A senior administration official said about 30 to 40 percent of Medicaid drugs would be impacted.
The actual impacts of the agreements reached so far are not known, as the details have largely been kept confidential. Most-favored-nation pricing could have a negligible impact on Medicaid patients because the program already guarantees the lowest price offered to any commercial payer.

Health Care
Who or what is best suited to control health care costs and to administer the program?
Growing number of anecdotes about personal bankruptcies due to health care costs.
Consensus that America’s health care system is broken.
Health care premiums are escalating at an alarming rate impacting individuals, businesses, and
organizations. One employer remarked that paying for the jump in the health care premiums
negated the ability to provide raises to the employees. Sticker shock is becoming wide-spread as
the 2026 health care premium notices are being issued.
Congresswoman Dingell noted that America is the only industrialized country without universal
health care and she has introduced a bill to create it. Health insurance in this country costs twice
as much and with poorer health outcomes. Drug costs are higher in America than anywhere in
the world. The Democrats in congress are introducing legislation this week to extend the health
care credits for 3 years.
State Representative Jennifer Conlin remarked that there is medical debt relief legislation
pending in the state House.
Super-users are a problem as are people coming across the border into the USA for care. These
individuals are clogging up access to the health care system.
Concern was expressed regarding the number of health care professionals needed and the impact
of excluding the nursing profession from the definition of a professional degree. This re-
classification eliminates the Grad PLUS loans used by many students to pay for grad school, and
puts a cap on the amount they can borrow. Under this enacted legislation, only “professional
degree” students are eligible for the higher loan limit of $200,000, while graduate students are
capped at $100,000. Excluding nursing by definition as a professional degree effectively prices
aspiring nurses out of their studies, campaigners warned.
Stump Speech
Carol Murphy, representing Voters Not Politicians, addressed the Forum about two petitions
currently being circulated. She urged people not to sign the Americans for Citizens Voting
proposal or any petition that mentions citizen voting. Furthermore, she spoke in support of a
petition intended to regulate contributions by regulated utility companies to candidates and PACs
(political action committees).
Data Centers
In the closing minutes of the Forum, State Representative Jennifer Conlin provided an update on
the Saline Township Data Center permitting that is before the MPSC (Michigan Public Service

Alarm was expressed about the military strikes on the alleged drug smuggling boats in the
Caribbean. The question was left unanswered about how this use of American military force can
be stopped.

-Veterans Day
With anger, it was noted that the Netherlands American Cemetery and Memorial in Margraten, the only American military cemetery in the Netherlands, quietly removed panels displaying the contributions of Black American soldiers during WWII.
Congresswoman Dingell, congressional District 6, remarked that she is working in a bi-partisan fashion to restore the memorials in the Netherlands. Furthermore, she is involved in efforts to preserve and restore acknowledgments that commemorate the courageous acts of African American veterans throughout history. The Congresswoman emphasizes that there is bi-partisan support to do so. A participant emphasized the current administration’s deliberate and targeted re-writing of American history to erase the roles and contributions of non-white individuals. Jim Davis provided a brief history lesson on Veterans Day and the wide-ranging involvement of a broad spectrum of individuals throughout history.

Dee Davey gave a 5-minute stump speech in opposition to this initiative. Ms. Davey’s
presentation was followed by a period of questions and answers.
- Data Centers
Concerns about data centers were widely expressed. Washtenaw County has at least 4
prospective sites that have been identified. Questions were raised regarding the impact of data center energy requirements on consumers, water usage associated with cooling the massing computer installations and the loss of prime farmland where the investors want to construct. It was suggested that data centers would be more appropriately located where existing infrastructure is present. Brownfield sites were also mentioned as better than tracts of agricultural land. It was pointed out that the potential for such alternative locations would be in urbanized and economically disadvantaged areas.
Representative Carrie Rheingans, House District 47, provided an overview of current and
proposed legislation relevant to current and future alternative energy infrastructure.
It was noted that Townships are financially ill-equipped to wage a legal defense against the
wealthy data center investors and developers.
- A New Business in Dexter
“Just Play” https://www.justplayfamilyfun.com a new indoor play space with separate play areas for big kids and toddlers, allowing for safe, active play for all ages. “Just Play” is located in the former Country Market on Dexter Ann Arbor Road.
- Universal Health Care
A local physician expressed her frustration with the current structure of health care insurance. In her opinion, it is the insurance industry “suits” that are being enriched by increased insurance premiums – not the health care providers themselves.
There was consensus that American’s health care system is broken whereby we are paying more and have worse health outcomes than anywhere else in the world. Congresswoman Dingell noted that she does not see a vote being taken on this issue in the U.S.
House but that a vote on the Affordable Care Act (ACA) is likely to occur in the U.S. Senate.
To accommodate a substantive discussion, it was suggested to lead off with this topic at the next Dexter Forum.

Dexter Forum met November 1, 2025 at the Dexter Senior Center.
Caryl Burke and J.D. Boydston chaired the meeting.
Questions were asked about guidelines on stump speeches.Stump speeches for candidates or a position on specific issues is five minutes with additional time for questions. Presentations on more than one issue are generally limited to ten minutes.
Happy reaction to Dexter winning football game night before.
Many topics were discussed at this meeting.
1. A Stump speech was given by Kathy Griswald, former Ann Arbor City Council member, opposing the Washtenaw Intermediate School District (WISD) Nov. 4 ballot proposal to fund Career and Technical Education (CTE) programs. This would be a 1.0 mill property tax for 10 years to expand access to CTE programs for PreK-12.
For stump speeches we don't attempt to restate the points made by the speaker.
2. Washtenaw League of Women Voters President Catherine Murray presented on voter initiatives that could potentially be on next year’s ballot; all but one have have petitions being circulated and they encouraged members to educate themselves about petitions before signing them.

5. SNAP
At the federal level, as of November 1 the Supplemental Nutrition Program Assistance Program (SNAP) is in crisis due to the ongoing federal government shutdown. The U.S. Department of Agriculture announced there would be no new SNAP benefits in November because federal funding has lapsed. This affects 42 million Americans and 1.4 in Michigan. As a result, new payments and approvals are delayed even though Congress has approved a contingency program. This has left food banks knowing there will be a surging demand, with millions of families uncertain about when or whether their next food benefit will come.
A coalition of states including Michigan filed suit against the federal government for refusing to use the contingency funds which are legal and available. Two federal judges have ruled the Administration must use contingency/emergency funds to fund November benefits. the rulings aren’t finalized and the one Court has asked the government to report by Monday how they will use the contingency funds.
In Michigan, the Governor signed an order giving food banks 4.5 million dollars to help.
A discussion occurred on what this all means. Attendees were encouraged to support local food banks including Faith In Action in Dexter.

1. Budgets and Shutdowns: Some Federal dollars are being called
back. The budget has been or will be set in Michigan. However, there
are questions on where funds will be used such as neighborhood
roads. Farms are being squeezed out of their living (some effects of
tariff issues) and some commerce flow is experiencing stoppage.
2. Announcements:
a) Kiwanis is open and has Halloween costumes.
b) Courageous Books and Café is a new Dexter bookstore.
3. Forum Facepage: Some improvements are scheduled for the
future. They are:
- wall cleaned and expanded as needed
- tables go away
- acoustal tile for the future
- increased number of microphones
- logistics
4. Alternate Routes During the Roundabout Construction: The
alternate routes during the roundabout construction for the Island Lake
area and the railroad crossing were discussed by the group. Barb
Fuller did state that the detours had to use paved/hard roads not local
gravel/dirt roads.
5. Scribe Duties: Due to illness, Lois Beerbaum will be unable to
continue this duty beginning October 18, 2025. Hence, please consider
being a volunteer for this position. It’s a contribution to your friends and
neighbors for sharing information. Several new badges were available

The session was chaired by Karl Fink and Mara Greatorex
1. Charlie Kirk: Both our Congressperson and House of Representative
for our district commented on the actions of their respective legislative
bodies. There should be no political violence. The question is how to
temper the rhetoric (grandiloquent language) that can drive the
violence.
2. Manchester Project: By communities working together a
multimillion-dollar project is proposed for meat systems. Local farmers
could travel to this site for meat processing. The location will enter
retail when up and running.

DEXTER FORUM NOTES September 6, 2025
The session was chaired by Caryl Burke and Sanam Aldag
1. Kentwood Place. The plans for the project were described. It will be
five buildings with 16 condos. A few will be small, and a few will be
business oriented, i.e. in-home. The property for ms an L. Hence
openings will be on Baker (across from the Post Office) and Forest
(just behind Aubree’s) streets. Currently, approval for the site is in
approval state. Moreover, buyers and investors are being sought. Cost
will be at market rate for a 2 and ½ bath approximately 2000 sq. ft. unit.
2. Baker and Marshall. This is the Encore Woods Development. It will
have housing for 55+, senior living, a memory building, and other homes.
3. Recycling. Plastic should not include animal feed bags as the inside coating interferes with composite materials such as Trex.
Styrofoam cannot be recycled if pink or blue as the material is coated with fire retardant.
4. Events. There are many events on this day but will not be listed as the notes will not be completed and timely. The notes will list the Gordon Hall fund raiser event on September 12 th from 6-10 PM for $25 admission. Saturday September 13 th there will be outdoor activities open to the public. On September 21 st the Gordon Hall will be assisting the Dexter Library in conducting tours of the Forest Lawn Cemetery. The tours will relate to the history of Dexter and the surroundings.
5. Miscellaneous. Several items of interest.
a. Vaccines are of concern due to the mandatory need for everyone has been questioned.
b. SOM has no budget agreement to date. Currently proposed is a $9 billion budget cut. This could lead to some hospitals closing in rural areas. The result would be no near treatment facility.
Cutting law enforcement could be a factor and a secondary loss for highway safety with job tracking for Medicaid unavailable.
6. Federal Funds Issue. NPR has been hit hard. Big stations can help small (rural) stations. Some studies have demonstrated that the shortfall is 30-40% in funding.

1. Ranked Voting: Petition forms for signatures are now being collected. If the number of signatures collected meet requirements, it would be the first time the issue of ranked voting would be on the ballot. If the voters selected the ‘ranked voting’ method, it would be implemented statewide in 2028. Opinions for ranked voting, pro and con, were expressed during discussion.
2. Federal Policies: Taking over police departments as in Washington D.C. Current questions include stereotyping and 30-day limitations as well as safety issues. Strive toward the correct answer by forming groups to develop answers that are unified.
3. Announcements: Dick Weaver did announcements in the absence of Mark Olexa. Most announcements apply to the weekend of the Dexter Forum meeting. The long-standing activity will be the Dexter Cider Mill that opens August 25 th .
4. SOM Budget: The budget is not finalized. Legislative units are not
working together. Hence, they are working on a plan for a shut down. There is less money for the state budget due to loss of revenue.
5. Cell Phones in Schools: There is a version in the Dexter Schools. However, a method through the SOM has not been completed.
6. A Round-About Planned for Washtenaw County: Matt MacDonell, P.E. from the WCRC provided information regarding Island Lake Rd. and Dexter Main round-about build in 2026. There was one meeting for the public by Zoom which is now past. However, there is an in-person
meeting for the public at the Dexter Library on Tuesday, September
16, 2025, at 6:00 PM. This meeting will provide more information and
allow for questions and answers as well.

August 2, 2025
The session was chaired by Karl Fink and Caryl Burke
This meeting was a celebration of two gentlemen who have been
active in the community for many years, John Hansen and Karl Fink
with emphasis on John Hansen. Awards from the State of Michigan
were presented by Representative Carrie Rheingans, (Jennifer Conlin
in absentia) and Senator Sue Shink. Debbie Dingell, U.S.
Congresswoman for our district, also presented a federal recognition
award. Karl Fink received recognition from the Michigan state
representatives for his devotion to community service and
development of the Dexter Forum along with John Hansen. It is among
the ‘thousand points of light’ where one can talk, listen and learn.
The meeting also celebrated the opening of the Dexter Senior Center.
Our meeting there was the first for a community group. There will be
official celebrations for the opening of the Center later in August. The
Center will provide the schedule for welcoming days and times. Come
and see what is available to members of the community.
Many Hands Lifesharing Community: The land at 1900 Baker Road
was purchased in the Spring of 2025. The groundbreaking will occur in

Budget Issues: As expressed by MI Senator, Sue Shrink and U. S.
Congresswoman, Debbie Dingell, the budget business is stuck. There
is concen in Michigan that obeying rules and retribution are factors. In
Washington disagreements between elected officials make a working
budget very difficult. Regardless, both the State and Federal entities could shut down after the current budget is timed out on 09-30-2025. As Ed Francis mentioned, “All facts presented must be true to quelldisinformation.”

The session was chaired by Tom Morris and Sanam Aldag
1. City of Dexter Ballot Issue Regarding the Sale of the Old Proposed
Property for the Fire Department: The property is located at
Meadowview and Ann Arbor-Dexter Road. The city owns property
which is approximately 1.5 acres. The city has no plans for the
property, and it produces no revenue. The zoning requires that other
possible buildings be like those on surrounding property. There will
be an information session on Sunday, July 27 th between 3 and 4 pm
at the Erratic Ale. The question on whether to sell or not sell the
property will be on the ballot of August 5, 2025 for City of Dexter
residents.
2. John Hansen will be honored during the Dexter Forum meeting on
Saturday, August 2 nd at the Dexter Senior Center Building at 8:30 –
9:30 AM. Those attending may bring treats if desired. Steve
Feinman, Incoming President of the Dexter Rotary Club announced
the event and is supporting the event.
3. State Budget: Representative Jennifer Conlin reported on the
budget process in Lansing. Although the process was to start in
February 2025, it started in July 2025. Hence, a lot of progress is
needed as the budget is legislatively mandated to be in place by
October 1 st of the fiscal year. If not accomplished, it is possible that
the government could shut down. Representative Conlin also
mentioned that there are six possible ballot issues, signatures now
being gathered, on the 2026 primary and/or general election ballots.

various causes. More information can be found on the Ann Arbor
Euchre: Change a Life site or the national Euchre Club website.
c. Barb Fuller, Chairperson for the WCRC brings a very colorful
and explanatory document from the County Road Association of
Michigan that clearly demonstrates how the level of Michigan
gas tax, Federal gas tax and Michigan Sales Tax contribute to
the support of roads. The back side of the form demonstrates
how the ‘gas tax’ sources are then allocated to 5 buckets for
road funding. Pick up one of these forms for good information on
how roads are funded.

- The Annex Process: Concerns were expressed regarding the potential for annexing property from Scio Twp. The major issue was the process and transparency to accomplish the objective by the City of Dexter. There appears to be misleading wording in a newspaper article which implies that only two municipalities are involved, whereas it can also involve a private landowner.
- Ranked Choice Voting (RCV): Further discussion revealed more concerns about the process vs. simple majority system. RCV may result in disenfranchisement because candidates are not elected by votes being cast. There are some 70 locations where RCV is used. In some states where RCV is used, 27-28 percent of ballots are rejected due to improper filling out. That indicates a significant issue with voter understanding and the education process for the voter to be enhanced. The group would like to have a source to explore that discusses RCV, our current system and others for the voting process. Candidate quality and participation in the process are also of concern.

1. John Hansen: We will be recognizing and honoring John on Saturday, August 2 at the
newly opened (July 8, 2025) Dexter Senior Center!
2. WCRC Update: Barb Fuller advised the group about the closure of
the Foster Bridge on Maple Road due to the failure of a support
cable. It requires serious repairs, which will be expensive.
3. Political Violence: The assassination of a Minnesota legislator and
husband in Minnesota and wounding of another politician couple has
occurred. Threats against other politicians – to include our
representative in Congress, Debbie Dingell – also were made. MSP
has updates for Michigan legislators given the happenings. Lack of
accountability can be a factor in these acts of domestic terrorism.
4. Gordon Hall: Caryl Burke relayed the renovation information for the
Hall. Based on $2.5 million in grants, the objective is to restore the
floor plan of the Hall to its original. The first stage of the renovation
is projected for completion by the end of 2026 with the full project to
be completed in 2028.
5. Journalistic Independence and Integrity: Jennifer Conlin, as a
journalist, commented on this topic. It appears that objectivity has
disappeared. The ‘truth’ is hard to get across. Editorials appear to be
commercials. The choice is the coverage.

1. Coming UP: HAPPY FATHER’S DAY to all the dads next
Sunday, June 15 th !
3. Senior Millage Distributions: Jason Maciejewski reported on the
framework to move forward established at the Manchester City Hall
on June 4 th . Some items are: (1) the nutrition program support with
strategic plans for distribution, (2) transportation enhancements, (3)
foundational support of the nine senior centers, circa $200,000
each, (4) remainder of dollars to be distributed via RFP to total the
millage total of $11,200,000 total. Interest was expressed in the cost
of meals programs.
4. State of Michigan Budget: Senator Sue Shink reported on the
budget status. The school budget is of concern. To date the per
student amount is projected to be $ 10008, about $400/ student
more than in 2024. Proposed that the meal plan be expanded to two
rather than its current one. Other items to be offered such as pre-
school offered to all students, emphasizing tech education, and
extra help for academics. Funding issues also exist at the Federal
level.
5. Washington Update: Congresswoman Dingell commented on the
chaos in D.C. The budget that was passed was not a good one. It is
now in the Senate for review. If the Senate makes changes, the bill
will need to be reconciled between the Senate and the Congress.
6. Announcements:
a. The Huron Waterloo Pathways Initiative Raised $250,000
matching funs to support the Bridge for B2B. The Bell Road
Bridge will be moved and refurbished to complete the
connection of the B2B into Dexter from Dexter-Chelsea Road
to the B2B at Forest Lawn Cemetery. Thanks to Mark Olexa.
b. County Cleanup Days are scheduled for Washtenaw County in
2025. There are four events, June 28 th , July 26 th , August 9 th and

1. ‘Pelosi Bill’: There is a bill in Congress with this nickname. It directs
Congressional representatives not to trade stocks while in the office.
This is to prevent the potential for insider trading. Will the bill be
released by the Committee? That’s the question as previous
attempts have been made with no progress. The question is “Should
the Supreme Court have similar rules?” The judiciary in Michigan is looking at more robust financial disclosure.
2. John Hansen: The get-together to honor John has not yet been set. A potential date, based on the opening of the Dexter Senior center, is August 2nd . State Representative is pursuing a state resolution to honor John.
3. Books: Barb Fuller recommended two books recognizing women. They are written by Kristen Hannah. They are: Nightengale and The Women. The Nightengale explores themes of sisterly love se sacrifice, love, and strength of women during wartime showing resilience and impact of war on their lives. The Women explores several main themes including: the Vietnam war and the lasting impact, experience of women serving in the military, the complexities of relationships, and challenges of mental health and addiction. It also delves into the concept of unlikely survival and never-ending cost of war. From your notetaker, another Hannah book to recommend is The Winter Garden. It uses WW II as the background during the siege of Leningrad (St. Petersburg) with the effect and loss of family. Then the effect of the loss on a second family. However, a great end for the second family.

1. The Encore. Fred Grady who will perform in The Importance of
Being Earnest spoke to the group about his career and to support
the Encore efforts in expanding musical theater efforts.
2. Broadband Update: Chris Scharrar, Washtenaw County’s
broadband manager spoke about the management of the broadband
expansion in the County. A very few connections need to be made
possible with Starlink in some cases and most via fiber. The County
is looking forward to being in completion shortly. Dollars from ARPA
were crucial for the progress made.
3. DCS Millage: Two more town halls were scheduled for April 22 nd and
24 th with Dr. Timmis. The election is May 6 th . Please direct questions
regarding voting to your respective Clerk’s office.
4. Issue: One of our residents was approached by ICE. It is
questionable whether the law enforcement process was appropriate.
The group discussed the issue at length.

1. The Encore: An extensive update on the Encore Theater was
presented. The Theater has a $2 million budget. There are 6
performances per year and musical performances as well. The
Encore is developing a strong ability in musical theater.
2. Measles: The consequences of measles can be hard. The MMR
vaccine can eliminate both Rubeola and Rubella. Children, as
designed, should be vaccinated. Adults may want to check their
vaccination status.
3. Washington D.C.: Congresswoman, Dingell was concerned because
of the chaos. Major findings are found everywhere but decisions
made are questionable in effect. Stability has been interrupted.
Current seismic shifts in response can have an affect on faith in our
country.

PM.
b. May 3 rd is the Magic Bus Dinner/Show at Columbus Hall. The

1. Dexter City owned property: With the construction of the new Fire Station underway, the property at Ann Arbor Rd and Meadow View is no longer needed. The City Council is having an appraisal done as a first step to selling the property, which will require a city wide referendum.
2.Tesla Protest: Friday 3/14, approximately 200 protesters gathered in front of the Tesla dealership on Jackson Rd. Ann Arbor Indivisibles most likely organized the protest.
3. Priority Waste: They should have a representative join us next meeting.
4. B2B Trail: The B2B trail is progressing with the aid of several grants and a lot of community involvement. There will be a fund raising meeting at the Erratic Ale.
5. Sloan Kingsley Property: The Scio Township Board and Dexter City town council are awaiting results of well tests.
6. 2nd Street Walkthrough: The Dexter Planning Commission invited citizens and interested parties to walk along 2nd street to discuss improvement ideas. By and large participants were happy with the results and the ideas and feedback presented.
7. Announcements: Mark Olexa shared about a dozen of the usual: Farmer's Market, Thrift Shop, Community Events, Recycling etc announcements including the anniversary of Dexter's tornado.

DEXTER FORUM NOTES
March 1, 2025
The meeting was Chaired by Karl Fink and J.D. Boydston
1. Bond Issue for DCS: Dr. Christopher Timmis, Superintendent
presented overview of the proposed millage to be voted on Tuesday,
May 6, 2025. It is, in essence, a zero net increase program over the
current debt millage rate. Legally it is a new millage but functionally
a renewal. Consult the DCS website for more information and for
meeting dates and times to participate, ask questions and receive
answers.
2.Senior Washtenaw County Millage: Commissioner Jason
Maciejewski updated the group on progress of the millage. The money
for the first year has been received. The appropriations have not been
solidified. However, the $200,000 allocation for the eight senior centers
will hopefully be approved in March. There will be work to ensure that
funding serves older adults via bids. The concept that the bulk of
dollars goes to seniors and not administration is a priority.
3. Washington Update: Congresswoman, Debbie Dingell, was with us
today and discussed many concerns. Representative Dingell will be
having a Telephone Townhall on March 6 th at 5:30 PM to talk about
issues. Please be advised that you need to sign up for this event on
Congresswoman Dingell’s website.
4. Announcements:
a. Friday, March 14 th is a full moon also known as the Worm Moon, first
so named by Native Americans, because of the trails earthworms
made that appeared in thawed ground.
b. March 13-14, 2025, is a total lunar eclipse in North America and is
the only total lunar eclipse of the year. It’s also called a Blood Moon
because of the reddish hue the moon takes on.
b. Saturday, March 15 th is The Ides of March and the 13 th anniversary
of the EF3 tornado in Dexter.

The meeting was Chaired by Ed Francis and Tom Morris
The meeting started on time at 8:30 with the normal introduction of first timers and welcoming remarks.
1. Washtenaw County Road Commission: Aaron Berkholz PE and Nate Murphy PE from the WCRC discussed planned road work, mostly the roundabout construction and improvements to the Island Lake/Dexter-Pinckney Rd intersection. Using charts and maps, and fielding a lot of questions they explained road construction costs, scheduling issues, traffic mitigation strategies, planned work, funding and several related topics. The WCRC has a website: wcroads.org with probably all of the information discussed. The website is pretty big; try putting : "Dexter-Chelsea Rd and Island Lake Rd Roundabout" in the search block.
2. Freedom of Information Act reform at the state level: There has been some activity in the State House, but the Senate has yet to act.
3. Update from Congresswoman Dingell: Washington DC is in chaos with things moving very quickly.
4. Announcements: Book Sales, Recycling, look for information sessions for the DCS bond Proposal, Priority Waste should be at our next meeting.

February 15, 2025
The meeting was Chaired by John Scharf and Caryl Burke.
The meeting started on time at 8:30 with the normal introduction of first timers and welcoming remarks.
1. Priority Waste: Mr Paul Ruthenberg returned to give us an update on Priority Waste's progress since acquiring GFL. He again emphasized the problems with truck material conditions and the cost of fixing equipment problems. He handed out a lot of cards and encouraged people to contact him directly with any problems. 313 215-1673.
2. Dexter Forum 10th Year: We had a quick shout-out for the forum, now in it's 10th year and a hat tip to Karl for his years of work.
3. Announcements: The Galentine's Event was a success with 16 stores participating, up from 7 last year. -Look for Carrie Rheingans' Pi Day Event at Erratic Ale on 3/14 (3.14159...). State Senator Sue Shink will be holding a forum to discuss recycling. -There will be a Trivia Night at Aubree's to benefit the Education Foundation, and look for a -Community Band concert at the high school 3/2.
4. Stolen Fire Truck: Scion Township had a firetruck stolen. Doug Armstrong's account was informative and light-hearted. No injuries, no damage.
5. In the closing minutes we had 3 brief mentions of racial incidents in Cincinati, the IRS's continued use of 1960s COBOL computer technology and the continuing budget chaos in D.C.
